Millar has also sparked interest from the New York Red Bulls, Odense, Blackpool and Charlton Athletic.
The Red Bulls had previously tried to sign him in January 2020 after returning to Liverpool after a loan at Kilmarnock.
The 21-year-old spent the second half of last season on loan at Charlton where he scored three goals in 27 league appearances.
Who is Millar?
Toronto-born Millar joined Liverpool academy from Fulham in 2016 and served as the club’s Under-23 captain.
His lone senior appearance was against Shrewsbury Town in the FA Cup in February 2020.
He made eleven appearances for the Canadian national team.
